ড. আবু আমিনাহ বিলাল ফিলিপস-এর জন্ম জ্যামাইকার কিংস্টনে। বেড়ে উঠেছেন কানাডার টরন্টোতে। সেখানেই ১৯৭২ সালে তিনি ইসলাম গ্রহণ করেন। মাদীনাহ ইসলামিক ইউনিভার্সিটি থেকে ইসলামিক অনুষদ থেকে বিএ ডিগ্রি (১৯৭৯) অর্জন করেন। এরপর বিয়াদের 'বাদশাহ সাউদ ইউনিভার্সিটি' থেকে আকীদাহর ওপর অর্জন করেন এমএ ডিগ্রি (১৯৮৫)। ১৯৯৪ সালে 'ওয়েলস ইউনিভার্সিটি' থেকে ইসলামি ধর্মতত্ত্বের ওপর পিএইচডি করেন। তার পিএইচডি'র বিষয় ছিল "The Exorcist Tradition in Islam"। সুদীর্ঘ শিক্ষকতা জীবনের বিভিন্ন পর্যায়ে তিনি বিভিন্ন ইউনিভার্সিটিতে আরবি ভাষা, দাওয়াহ ও ইসলামিক স্টাডিজ বিভাগ প্রতিষ্ঠা ও এগুলোর প্রধান হিসেবে দায়িত্ব পালন করেছেন। এগুলোর মধ্যে রয়েছে 'প্রেস্টন ইউনিভার্সিটি-আজমান, ইউএই', 'কাতার গেস্ট সেন্টার, দোহা, কাতার', 'নলেজ ইন্টারন্যাশনাল ইউনিভার্সিটি, রিয়াদ', 'অমদুরমান ইসলামিক ইউনিভার্সিটি, সুদান', 'প্রেস্টন ইন্টারন্যাশনাল ইউনিভার্সিটি কলেজ, চেন্নাই, ভারত', 'ইসলামিক স্টাডিজ অ্যাকাডেমি, দোহা, কাতার'। ইসলামিক অনলাইন ইউনিভার্সিটি প্রতিষ্ঠার সুবাদে জর্দানিয়ান পাবলিকেশন কর্তৃপক্ষ ড. বিলাল ফিলিপসকে "The 500 most Influential Muslims"-এর তালিকাতে স্থান দেয়। এ ইউনিভার্সিটিতে পৃথিবীর যেকোনো প্রান্তের যেকোনো মানুষ বিনামূল্যে ডিপ্লোমা এবং টিউশন ফি মুক্ত ব্যাচেলর অব আর্টস প্রোগ্রামে পড়াশোনা করতে পারে।
