মেজর রফিকুল ইসলাম ১৯৪৬ সালে কুষ্টিয়া জেলায় জন্মগ্রহণ করেন। ১৯৬৯ সালে রাজশাহী বিশ্ববিদ্যালয় থেকে রসায়নশাস্ত্রে অনার্স ও এম এস সি পাশ করে কিছুদিনের জন্য তিনি অধ্যাপনা করেন। ২৬ মার্চ স্বাধীনতা যুদ্ধ আরম্ভ হলে তিনি মুক্তিযুদ্ধে যােগ দেন এবযুদ্ধ চলাকালে ইষ্টবেঙ্গল রেজিমেন্ট কমিশন লাভ করেন। ১৯৮১ সালের নভেম্বর মাসে লেখ বাংলাদেশ সেনাবাহিনী থেকে অবসর প্রাপ্ত হন।
