Dr. A. T. R. Rahman earned his Master's Degree in Political Science from Dhaka University in 1956. He became one of the first graduates of the Institute of Public and Business Administration. Karachi, in 1958. He earned a Diploma in Developmental Administration from Michigan State University, U.S.A. in 1959. In the late sixties, he earned his doctorate in Political Science from Duke University. U. S. A. As a faculty member of Comilla Academy led by Akhtar Hameed Khan, the author spent his early years in reforming rural administration at village.. union and thana levels. He moved to academic teaching and research in Dhaka University, Rhodes College. U. S. A. and Carlton University, Canada. During the last two decades the author worked as a senior official in the Canadian International Development Research Center (IDRC) and United Nations Secretariat. As Chief of Public Administration and Finance Programmes within the Development Administration Division of the Huted Nations, the author organized several programmes of technical assistance, research and seminars in various aspects of development administration and economic management. including administrative reform. aid management and accountability, civil service reform and building of training and research institutions in many developing countries. Dr. Rahman has also written several books on public works, local government, and administrative and political development and has published articles on dynamics of development process in local and international journals.
